Age of Wonders 4 tier lists usually rank cultures. Culture matters, but tome affinity decides more, and the two interact. This ranks both.

Cultures

Tome affinities

The tier is less important than committing. Two affinities is workable, three is a stretch, and spreading across five leaves you stuck in tier two forever, which is where the game-ending abilities are not.

Transformations

Population transformations are the strongest lategame play available and they need planning from turn one. Arriving at a transformation tome with a race that conflicts with it wastes the entire path.

Where the ranking breaks

Map settings and opponent count change this considerably. Barbarian on a crowded small map is genuinely S-tier; on a large sparse map it is C.

Realm traits also swing it. A realm that suits your culture's units is worth more than a tier.

Heroes are the exception to every ranking

A well-equipped hero with the right skill tree outperforms several regular units and can carry early fights alone, regardless of culture.

That makes hero item management more valuable than the culture tier above during the first fifty turns, and it is the fastest way to stabilise a bad start.

Victory conditions

Read them before turn one. The magic victory in particular needs a long build-up that cannot be started at turn 150, and picking a culture without knowing how you intend to win is how campaigns stall in the mid-game.

Free cities

Vassalising a free city rather than conquering it pays you and costs nothing to garrison. It is the cheapest expansion in the game and it barely appears in most rankings.
