Gunfire Reborn heroes are close enough in raw power that ranking them by damage is misleading. What separates them is how much a run depends on finding the right scrolls, and how forgiving they are when it does not.

Elements matter more than heroes
Damage in a late run comes from elemental fusion rather than bullets.
Decay spreads between nearby enemies, Miasma corrodes, Shock chains, Burn ticks, Freeze stops. Combining two on the same target triggers a fusion that outperforms either alone, and a weapon with mediocre raw numbers and a strong elemental inscription beats a high-damage weapon with none.
Build toward one or two elements deliberately and take every ascension and scroll that supports them.
Scrolls compound, so spend early
A scroll bought in stage one works for the whole run. One bought in stage four barely pays for itself.
Hoarding currency for a better shop later is the most common way a run ends at a comfortable difficulty with a full wallet. Occult scrolls carry a drawback alongside a large benefit and are usually worth taking, particularly when your hero ignores the downside.
Reincarnation is where the list applies
At low Reincarnation any coherent build clears and the rankings flatten. At high levels you need elemental fusion, a supporting scroll set, and the discipline to abandon a run that has not come together by stage two.
Knowing when to reroll is a skill, and it is worth more than hero choice.
Co-op changes the rankings
Enemy health scales with player count while your damage does not scale as cleanly, so pure damage heroes lose ground and the durable picks gain it.
Qian Sui and Crown Prince move up in four-player runs. Tao and Lei Luo, which both rely on staying alive at close range or landing precision shots in chaos, move down.
Weapon inscriptions
Two copies of the same gun are not the same gun. Rarity sets how many inscriptions roll, and one good inscription outweighs a full rarity tier, so upgrade the weapon carrying your elemental build rather than the one with the highest listed number.
Ascension picks
Ascensions offered each level are hero-specific plus a general pool. Reinforce your hero's identity rather than patching its weakness: a Lei Luo build that trades headshot synergy for survivability ends up with neither.
